Full Tuesday activities started at 1 pm in the Grand Ball\nRoom with the presentation on CapTel, Ultimate phone for people with hearing\nloss. I was still at the sign in\/registration table through all most all this\npresentation but overheard from those in attendance, it was very well received\nwith a lot of good information. There was a handout given out and is an\nattachment to the minutes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">2:00\npresentation was from KDADS, Connie Hubble and Kerrie Bacon, from here I was\npresent and took notes. Connie spoke of the what\u2019s important to their\norganization, TRANSPARENCY, VALUE STAFF, WORKING TOGETHER &amp; WITH OTHER\nDEPARTMENTS, COLLABORATIONS. The last is in reference to 1) legislative items\n2) budget items. Each works with a lot of data, some legislators want only\ndata, some want the stories that go along with what they are dealing with. They\ndeal with areas of 1) overseeing budget 2) long term care 3) behavioral health\n4) waivers \u2013 care acts 5) State hospitals. They require background checks on\nall new employees and have gone to \u201clive scans\u201d. They also have new \u201cfinger\nprint\u201d checks at the Federal level. Not all counties are ready for the finger\nprint checks, Shawnee and Sedgwick County are. Waivers (TBVI ?) and now BI \u2013\nbrain injuries are in two categories 1) acquired 2) traumatic. Under mental\nhealth \u2013 this area covers a big part of the budget. There are only 5 locations\nthat handle this, Topeka, Salina, ?, ?, ?. Currently there is NO funding for\nthe mental health side. Regional beds, they have the buildings but there is NO\nfunding for them. PRTS covers children, right now they have 254 youth in this\nwith a capacity for 300 \u2013 AGAIN NO FUNDING. They are working to get funding for\nassessments.&nbsp; The Nursing home bed tax,\nSunset, extend the current one or remove it! They have a waiting list in the\narea of IDD, 4 thousand waiting in intellectual development and 2 thousand on\nthe disabled list. There\u2019s NO BUDGET FOR THEM. In the State Hospital areas,\nOssawamate hospital at Larned needs to be expanded and updated. Larned needs\nstaff and they need to be able to keep that staff, salaries are a big issue at\nthe hospital. Larned Correctional facility pays more than the hospital.\nPsychiatry is 80 beds and they stay full, most are in and out daily. They deal with\nPredators and forensics. 22 nursing homes that were privately owned and went\nbroke, the State took them over. They are in the process of turning them over\nto new owners. The State had just enough money to take them over and then turn\nthem over to the new owners. (2:30pm now) Karrie Bacon who is a KanCare\nOmbudsman person&nbsp; speaks to us about\nHB2663 and the 2018 session, going into the different areas of the Bill. 1) ?,\n2), 3), 4) responsibility of the Ombudsman 5) responsibilities of the office.\nIt was set up in 2013, special terms and conditions. Renewed in 2019, with no\nchange to 6) access to records 7) open records 8) special revenue 9) violations\nacts. Must be co-operative with the Ombudsman. They deal with situations of\nproblems to get resolved and\/or issues with Medicaid. This is different than\nthe long term care Ombudsman. She does a quarterly report online and when she\nstarted she did around 2K a year, now it\u2019s up around 41 \u2013 42 THOUSAND a yer.\nGoal is to answer and return calls within 48 hours. Those within the 48 hours\nare about 85% done, the rest sometimes take 4 \u2013 6 days to get answers. Olatha\nand Wichita have volunteers in both areas to get the word out about them. All\n105 Counties get a packet on their information. In 2016 the system changed and\nthey had to adapt on getting out their information. Medicaid privatized in 2013\nand there were no records prior to 2013. Each County has a public health\ndepartment and that\u2019s who gets their information. Department of Aging is one\narea the info gets sent to. <a href=\"http:\/\/www.kancarombudsman.k\">www.kancarombudsman.k<\/a>&nbsp;\n<a href=\"mailto:Kancar.ombudsman@ks.gov\">Kancar.ombudsman@ks.gov<\/a> and or 1-855-643-8180 A question was\nasked if there were statics of the psychiatric hospital (Larned) of those\nreleased back into certain Counties and how many become homeless and in which\nCounties? She did not have those statics but suggested checking the websites.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">KDOT\npresentation (3:10pm) Jon Moore (has handouts and some are attached) In 2016\nAmericans took 10.4 BILLION trips on public transportation. In Kansas the trips\nwere 10 MILLION. <a href=\"http:\/\/www.ksrides.org\">www.KSRIDES.ORG<\/a> His department deals with Regional\nroutes \/ Co-ordinate scheduling and Mobility management. His departments also co-ordinates\nwith Kansas Cancer Partnership and deal with electronic verified inspection.\nThere\u2019s a growing interest in efforts of co-ordinating dispatch, local services\n(SW,NW,NE), regional operations(Dickinson County), regional routes and mobility\nmanagers. KDOT covers 100% of the cost in the first 3 years, after that it\u2019s\nabout 90 \u2013 10 split cost. National support, shared staff support, promoter of\ncollaboration, developer of cross agency, provider of outreach, Quasi travel\nagent and educator. State is divided in 10 different regions and Federal\nfunding, State funding which has about 15 million available. Cost sharing on\nthe Federal side is 80% and local 20%. Connections to planning efforts are\naround 90%. Nemaha County is a success story. Flint Hills area transportation\nagency is another.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">4:00 pm and\nwe\u2019re now onto the By-Law changes \u2013 1<sup>st<\/sup> item; Carmen Booz PSA-10\nmotions from the floor to accept, Herb Gwaltney PSA-9 2nds. This is the only\nchange under Article IV (PSA \u2013planning and service area\/ here after\u2026). APPROVED\n\/ Next is 5C3 (remove 5 on a committee to 3) Ernest Dyer PSA-4 motions and\nDorothy Ziesch PSA-6 2<sup>nd<\/sup> \u2013 APPROVED \/ Next is Article VI C1, Juanita\nParker PSA-6 motions and ??? 2<sup>nd<\/sup> the motion it\u2019s APPROVED. There\u2019s\ncontinued discussion on the By-Law changes with much discussion on a \u201csub\ndelegate\u201d. There\u2019s a motion (??) to APPROVE the last 2 pages as amended and a 2<sup>nd<\/sup>,\nthey are approved. There\u2019s a motion to approve all changes on the By Law\ndocument \u2013 approved. (4:50pm)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to\ntoday\u2019s schedule from 5:15 \u2013 6:00 pm the hotel is providing wine and cheese.\nAfter this time all delegates are excused for dinner on their own and the\nconvention will continue at 8:00 am in the Capital Building in the House\nChamber, 3<sup>rd<\/sup> floor \u2013 west.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">SHL\nExecutive Board meeting will be held from 6:30 \u2013 9:30 or until business is\nconcluded. There is a separate attachment for the minutes of this Ex-Board\nmeeting.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">WEDNESDAY\nMORNING October 2, 2019<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Convention\ncalled to order by our Speaker \u2013 Don Woodard at 8:00am.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Connie\nHubble (8:07am) is here again to speak to us. She\u2019s here both days to listen to\nus and learn from us. She wants to learn what to expect with us going forward.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Will\nLawrence (Chief of Staff to Gov. Kelly) (8:09am) gives us statics on how the\nsenior population is growing. Speaks to expanding Medicaid and that the House\nput together an expansion Bill, now sets till fall. Tells us there\u2019s they\nunderstand there is a problem in RURAL KAN SAS. He\u2019s done at 8:15am and Connie\ncomes back up to the microphone. She speaks about the five (5) responsible\nareas she deals with; 1) ALL programs of Aging, 2) Senior Care Act, 3)\nBehavioral Health, 4) Prevention, 5) Finance\/Survey and Credentials, and 6)\nState Hospitals. They have a 2019 Strategic Plan going forward and she\ncontinues to touch on some of what she spoke to us about yesterday. KSA 38-29 \u2013\nKSHL worked to promote the Grandparents Rights. HB 2404 \u2013 Children and Seniors\nBill is still alive. She\u2019s working with Rep. Tom Cannon on the Bill. It\u2019s a 21\nmember committee and the Bill covers a lot. Those who asked questions yesterday\nand she did not have answers; she\u2019s working on getting us those answers (Reno\nCounty). A contact Barbara Hickert @ KS.GOV is a Long Term Care Omnibusman,\nphone (785) 296-3017. She now opens it to Q &amp; A. Bill Otto reminds us to\ncome to the microphone to speak. Q &#8211; Ernest Dyer PSA-4, appreciates employment\nbut wises them to include volunteerism. A \u2013 she agrees and said she will take\nit back to the Secretary. Q \u2013 Vicki Winans PSA-5 out in the field no one knows\nwho the organization is, what it does and\/or where to go for help. There needs\nto be more knowledge sent out to everyone. A \u2013 she appreciates the feedback. Q\n\u2013 Carl Williams PSA-2 possibly make themselves available out on Facebook as the\nyounger generations do a lot on their phones. Q \u2013 Thomas Gordon PSA-1 how do we\nget the word out on \u201celder abuse\u201d, especially during times where there\u2019s time\nof major damage in areas and contractors flood the areas hit worst. (AAA info?)\nA \u2013 Connie will have to look into getting a good answer for this and she\u2019ll get\nback to Don with an answer he can send out to us. Q \u2013 Chuck Schmidt PSA-2\nissues with foster kids \u2013 teachers need more information about the kids in\ntheir class rooms. Is there a site for a clearing house on jobs not necessarily\non volunteerism jobs? A \u2013 She does not have an answer on the job listings and\nwill look into the foster care issue. <a href=\"mailto:Connie.Hubbell@KS.GOV\">Connie.Hubbell@KS.GOV<\/a> <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">(8:39am)\nDeputy Secretary Brian Caskey administers the OATH OF OFFICE. He tells us that\nwe need more people to step up and ACT, not just post things online that are\nmost times wrong. Those who VOTE in the FALL elections are 10 -40% and for the\nPresidential VOTE it runs at 70% in Kansas. Those in the committee approved the Resolution\nby a motion, Dianna Beebe PSA-6 2<sup>nd<\/sup> the motion; no discussion (going\n1, 2 and 3 times) \u2013 Approved by voice vote \u2013 No \u2013 no votes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gayle\nAnderson PSA-6 brings forth Resolution 3704, there were no changes and asks\nthat we accept the Resolution as written. Larry Struckmeyer PSA-3 2<sup>nd<\/sup>\nthe motion; open for discussion. Juanita Parker PSA-6 asks if there was any\ninfo on how many receive KPERS? Shirley Fair PSA-10 would like a clarification\nif we\u2019re looking at 3704? Bill Otto PSA-7 clarifies who does qualify for KPERS,\nmore the older retirees need it than the younger ones. Juanita again asks if we\nshould add that statement into the resolution? A \u2013 Bill calls them double\ndippers and most all of the older ones drawing it have passed away, legislation\nwould most likely NOT vote it in. Gil Bunning PSA-9 states he\u2019s been drawing\nKPERS for 9 years now and never had an increase. It does not contain a COLA and\nsome teachers don\u2019t plan for it. There hasn\u2019t been an increase in 20 some\nyears. Last year there was a Bill passed and it had step increases. But for\nyears there was NO money put back into it. Once the void is filled in KPERS the\nBill went away. Retired judges retire at about 96% of the original wages,\nteachers are at 62%. Speaking for the resolution, gave some back ground history\non KPERS, State hasn\u2019t been putting any money back in. Last year the State\nfinally put money back in but it does not equal what hasn\u2019t been put in for\nprevious years. Bill reminds us to please refrain on your time speaking. The\nmotion and 2<sup>nd<\/sup> to approve Resolution 3704 is on the floor, how do\nyou vote. Voice vote \u2013 approved the resolution. Gayle brings forth the motion\nto approve the committee report, Donna Lehane PSA-2nd, voice approval, no \u2013 no\nvotes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Allen\nSchmidt PSA-3 brings forth a motion to adopt the report on Resolution 3702,\nLarry Struckmeyer PSA-3 2nds, motion is approved. Allen tells us that 3702 was\namended and there\u2019s a new single copy out that has the amendment included and\nhas a typo \u2013 line through it. He reads the revision\/paragraph that has the\nchange in it. Motion to accept the Resolution 3702 with its corrected change\nincluded, Jay Rowh 2<sup>nd<\/sup> PSA-8, full resolution read again \u2013 voice\nvote to approve \u2013 no \u2013 no votes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ross\nBoelling PSA-8 motions to accept the committee report, Donna Lehane 2<sup>nd<\/sup>,\napproved by voice vote. No \u2013 no votes. Ross tells us there were no amendments\nto the original Resolution 3703, there was an attempt for an amendment but it\nfailed. Open for discussion. After some discussion on the cost of loss taxes a\nmotion to accept Resolution 3703 is brought forth, Curt Watkins PSA-10 2<sup>nd<\/sup>.\nVoice approval with a \u201cfew\u201d nays, motion still passed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Katy Hoffman\nPSA-11 brings forth a motion to accept the Resolution 3705, Herb Gwaltney\nPSA-9, 2<sup>nd<\/sup>. Voice vote \u2013 approved. Katy then brings forth a motion\nto accept the committee report out, Clarence Hermann PSA-7 2<sup>nd<\/sup>.\nMotion to accept the report out is approved by voice vote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Katy Hoffman\nPSA-11 motions to accept Resolution 3706, Leonard Schufler PSA-10 2<sup>nd<\/sup>,\nmotion is approved by voice vote with 1 nay vote. Katy brings forth a motion to\naccept the committee report, Thomas Gordon PSA-1, 2<sup>nd<\/sup>. Motion is\naccepted by voice votes with 3 nay votes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Katy Hoffman\nPSA-11 motions to accept Resolution 3707, Clarence Hermann PSA-7, 2<sup>nd<\/sup>\nthe motion. Approved by voice vote. Katy then brings forth a motion to accept\nthe committee report, Shirley Fair PSA-10, 2<sup>nd<\/sup>.&nbsp; Memory Maginley PSA-8 asked a question and\nKaty refers to the researchers who sat in on committee and Section 2 of the\nResolution \u2013 repeal \u2013 done on almost every Bill. Gary Scott PSA-11 makes a floor motion to remove the\nreading of all the Resolutions by Secretary Donna Lehane PSA-2, Bill Otto\nPSA-7, 2<sup>nd<\/sup> the motion. Approved by voice vote by all present.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A printed\nrevised copy of Resolution 3702 is passed out to everyone in attendance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bill Otto,\nPresident KSHL (PSA-7) tells us that after our adjournment pictures will be\ntaken and would everyone please stay in Chambers for the photos. Next year\nbecause of the way the dates fall on the calendar year, our annual meeting will\nbe October 6, 7, and 8, 2020 in Topeka.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Secretary\nDonna Lehane brings up the discussion on how PSA groups either mark a delegate\nexcused or absent. She states that in PSA-2 unless notified by the delegate\nthey are unable to attend a meeting, they are marked absent. If a notice is\nsent, they are marked excused. She states those who are unable to attend the\nconference would be marked as excused, assuming each PSA group was notified\nthat person was unable to attend the conference.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There\u2019s\ndiscussion on each PSA Chair who sets on the Ex-board if an alternate should be\nsent in the Chairs place. Original Chair should let the Ex-board know they ae\nunable to attend and \u201cso and so\u201d will attend in their place.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Speaker\nPro-tem Chuck Schmidt PSA-2 again motions for us to accept all committee\nreports. It\u2019s 2<sup>nd<\/sup> and approved by a voice vote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Floors open\nfor announcements and discussions. Jay Rowh PSA-8 tells the group that our KSHL\nphotographer is Carl Williams PSA-2 and will put together a DVD of ALL the\npictures he has\/will take of our convention.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On the\nchanges to the standing committees, let Donna or Jay know of changes and they\nwill get them to our new President Bill Otto.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 3 \u2013 6\nweeks the leadership will get together to finalize this meeting. A mailing will\ngo out on all the happenings at the convention after this meeting takes place.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Paula Hladky\nPSA-4 talks about the 50 \u2013 50 drawing and our silent auction that happens at\nour dinner tonight. Auctions items will be ready by 5:30, eat around 6 and\neveryone needs to watch their bids and bid high.
