{"id":525,"date":"2021-07-18T21:24:01","date_gmt":"2021-07-18T21:24:01","guid":{"rendered":"http:\/\/kansas-shl.org\/?page_id=525"},"modified":"2022-01-26T02:16:29","modified_gmt":"2022-01-26T02:16:29","slug":"bi-annual-meeting-minutes-2021","status":"publish","type":"page","link":"https:\/\/www.kansas-shl.org\/index.php\/news\/39th-annual-session-minutes\/bi-annual-meeting-minutes-2021\/","title":{"rendered":"Bi-Annual Meeting Minutes (2021)"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Kansas Silver Hair Legislator Bi-Annual Meeting<br>Minutes, May 27, 2021, 1:30 pm<br>Geary County Senior Center<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meeting was\ncalled to order by Ross Boelling, KSHL 1<sup>st<\/sup> Vice President at 1:33pm.\n&nbsp;Ross speaks about the issues Kansas\nSeniors face. He tells us that 86% of Kansans 65 an older are vaccinated now.\nHe tells us that KSHL has been around since 1982 and asks those present have\nbeen involved 10 yrs, 5 yrs and are new? Ross continues telling us how through\nthe years from 1985, 1987, 1992, 1993, 1994, 1998, 2007 and in 2010 how KSHL\nhas evolved; our ups and downs \u2013 legislation passed, funding and our issues\npresented to legislation through the years. He goes on to tell us that there\nare 615,000 Kansans over the age of 60.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ross asks\nfor a roll call for a quorum, he also asks Donna (Secretary) if she will act as\nParliamentary for the meetings and officers election. She accepts and Ross asks\nfor a motion to approve the agenda. Donna Lehane motions from the floor and\nCynthia Nelson 2<sup>nd<\/sup>; agenda is approved.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;Ross asks for Don Woodard to give us an update\non legislation (under old business). Don tells us we got the 3 million approved\nto the Senior Care Act. That the total budget went from 7 million to 10\nmillion, there\u2019s controversy on the Medical Marijuana issue. SB 315 a\ncomparable bill to HB 2114 passed and there\u2019s been a Senior Care Task Force\ncommittee that\u2019s to have one (1) representative from KSHL involved in this\ncommittee by 2023. This task force could have more impact than the KSHL itself.\nThere were 315 Senate Bills and 454 House Bills this year and only 93 became\nlaws. It\u2019s a good number but a lot of bills got passed but a lot got veto\u2019d.\nIt\u2019s good to have some young people (in their 60\u2019s) that have joined SHL this\nyear.&nbsp; &nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ross moves\nto New Business with the election of Speaker of the House; Chuck Schmidt PSA-2\nhas been nominated by Don Woodard, Jay Rowh 2<sup>nd<\/sup>. Nominations cease\nand there are no other nomination, no discussion \u2013 Approved. Chuck tells us\nabout himself, he\u2019s been a lifelong educator, 14 yrs as Superintendent, will\nrefer back to Don for his knowledge, will work hard to keep everyone informed,\nwho to contact, where and when and what the issues are. Legislators do pay\nattention to us, we VOTE and are more involved and that involvement will have\nan impact. He thanks everyone for their support and his nomination to Speaker.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ross moves\nonto election of Speaker Pro-Tem; Randall Hardy is nominated by Jay Rowh and\nDon Woodard 2<sup>nd<\/sup> the nomination. There are no other nominations and a\nmotion to cease nominations is on the floor, Lois Cossman 2<sup>nd<\/sup>;\nnomination is approved.&nbsp; Randall speaks\nto us about how he\u2019s new to SHL but was a Senator for Saline County, living in\nSalina. Hopes to bring a little more flavor to KSH and is looking forward to\nworking with us all. He thanks us for his vote of support.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ross moves\nto Floor Leader and Donna Lehane nominates Jay Rowh, it\u2019s 2<sup>nd<\/sup> and\nthere\u2019s a motion by Thomas Gordon for nominations to cease, it\u2019s 2<sup>nd<\/sup>\nby Jacques Barber, nomination is approved. Jay speaks to us, telling us he\nlikes dressing casual now days. He talks about Darlene, how long he\u2019s known her\nand speaks about the past floor leader. Thanks us all for our vote of\nconfidence for him in this position. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Donna\nLehane, Secretary, swears in the newly elected officers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Floor is now\nopen for Open Discussion, Don Woodard speaks about getting the House Chambers\nfor our October meeting. It looks promising for us to be able to do it. We\nshould have three (3) committee rooms and the House Chambers for the two (2)\ndays of our legislative meetings. Usually we have 8 or 9 supporters in our\ncommittee meetings, last time it was only three (3) in committees. Ramada Inn\nis a real big question, we\u2019ll probably have to move to another hotel to stay\nat. Ramada has no kitchen, no food and no chef anymore. He went to the Hilton\nand rooms aere priced to him at $100.00 a night, where at the Ramada they were\n$96.00. Hilton sets behind the Sam\u2019s Club\/Walmart area and if so we\u2019d need bus\nservice to and from the hotel to the Capital. Bus service might run close to\n$800.00. There\u2019s questions on who we could get to help us sponsor&nbsp; some of the meeting cost. Don\u2019s looking\nforward to our October 5, 6 &amp; 7 meeting dates. Barbara Bunting PSA-2\nsuggests some place else (Senate Suites) that\u2019s closer, but does it have food\navailability? We\u2019d have to do carters if the hotel has no food. Gary Scott\nPSA-11 suggest looking into using school bus services as a possibility. Ross\nlets us know that usually PSA-4 was involved with this effort and he\u2019d like to\nsee a standing committee to get things set up. Gary suggests the CHAIRS to work\nthat issue. Don says he has reserved those dates already. Financially we are\nstanding OK on funds, close to $12K and $2K set aside for the scholarship\nfunds. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Donna\nmotions and it\u2019s 2<sup>nd<\/sup> to adjourn the officers meeting \u2013 approved,\ntime now 2:40pm.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Secretary<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Donna M.
